What can actually land there?
Runway length is published, and so is the penalty elevation imposes on it — about 9% more runway needed per thousand feet of altitude. Put those together and the answer to "can it land at Aspen" stops being a matter of opinion.

Excluded means the published figures rule it out — a runway too short at any weight, or a wingspan over the field's limit. Restricted means it can operate but not at full payload from that runway on a warm day.

Runway is a floor, not a promise
This works from published length and elevation. On the day, temperature, wind, contamination and the aircraft's actual weight all move the number, and the pilot in command decides. What it is good for is ruling things out early: if an aircraft cannot use the field at sea level in perfect conditions, no amount of operator optimism will change that.
